Improve Skills Display self reported skill's verbiage for skills configured with an expiration #2928

When a self-reportable skill is configured with an expiration (ex. daily) then self-report button is displayed with its message. Improve the message when the skill is achieved, for example:

Change the message to

explain that achievement is retained by the self-reporting request;
show when achievement will expire

needs to be improved for all the self-reporting types
