Describe the bug
Webpack compilation doesn't stop on error when changing app.[s]css file in js, ts, angular or vue projects. Also it doesn't stop when changing whatever .[s]css file in js or ts projects.

tns create js --js
npm i tns-core-modules@rc --save --save-exact
npm i nativescript-dev-webpack@rc --save-dev --save-exact

The compilation doesn’t stop on the error, the app is refreshed on device with broken css
Expected behavior
The webpack compilation should stop when there is an error.
