Bump CircleCI image to xcode 13.3.0 #26

Looks like the old version is no longer supported by CircleCI. The workflow returns an error:

Build-agent version 1.0.120168-87cbe999 (2022-04-14T14:17:18+0000)
Creating a dedicated VM with xcode:11.3.0 image
failed to create host: Image xcode:11.3.0 is not supported
