Adds retry flags to curl command-lines to prevent build failures from GitHub and gmic.eu prematurely terminating connections. This is intended to remove flakiness in nightly builds.

Oops.. Sorry about that. I forgot to sync my master branch before creating this patch. It's fixed now.
