Emission data in Vehicle/VehicleType #763

Cerntainly mandatory from the new delegated regulation...

We most probably have an improvement point here, since we mainly have the EuroClass (https://en.wikipedia.org/wiki/European_emission_standards) plus FuelType, Propulsion Type and vehicle description, all non mandatory. However I'm not sure about the best way to handle it. For example, in France, there is an in dependant emission calculator (https://agirpourlatransition.ademe.fr/particuliers/bureau/calculer-emissions-carbone-trajets run buy ADEME to make sure that the evaluation is "neutral"). Usually, a journey planner submits a trip description (legs + vehicle characteristics) and the ADEME calculator provides the corresponding emission. Maybe a profile (EPIP) should make mandatory to provide data necessary for such calculation.

It feels to me that the emission data is similar to what @duexw requested for charging and distance profiles for ev.
