As discussed with @mmilann over email, there is an issue on the rev 1.0 hardware.

Suspected issue is GPIO_VREF needing to be pulled to 3V3.

Fixed by c0217e44a00e342ccd957bfe142bfbc6fd33cbb3

Also can be fixed by following: FlashStickCM4_top-proto-repair
