Update Outdoor LTE configuration for Outdoor units with eMMC #313

The LTE configuration only describes the process for outdoor units with onboard memory. We need to update it to work for outdoor units with eMMC modules. I have already written up a PDF guide we can copy over: NebraOutdoor_LTEConfig.pdf
