Bluetooth pairing mode via Dashboard #14

Is your feature request related to a problem? Please describe. Is it possible to add an option to set the unit in to bluetooth pairing mode from the dashboard. To actually physically push the button is not overly convenient in my situation.

Could also be nice to add to this searching for WiFi and other management stuff too (both on the dashboard and local diagnostics page)

@shawaj Anything that isn't available through either Balena or Helium's API will require us to add our own agent to the device.

This would be very useful, as I had an issue setting up via wifi in a 'hosts' house. Connected via ethernet at the moment but it would be great to be able to jump on his WiFi without having to visit his house.

Could also be a security risk if somone manages to access the dashboard, then enble bluetooth remotely (not likely as they would then need to be with in 10m of the device to connect) but still would pose a risk. Saying that i would also like the feature :D
