add 30 second wait to allow gateway-rs server to statup before freq check
add gen-region script to daily cron and run in background
- add curl to dockerfile
check generated region against that in region file and if different, save new region and restart packet forwarder container (no longer needed as already handled by https://github.com/NebraLtd/hm-pktfwd/pull/112)
add DELETE_REGION_FILE environment variable parsing to allow forceably deleting this file when necessary
Note: this update will require io.balena.features.supervisor-api: 1 label on the container in docker-compose
