Summary: To align with upstream gateway_mfr_rs version, upgrade the gateway_mfr executable embedded in hm-pyhelper package safely from v0.1.7 to v0.2.1.

How

Add SWARM_KEY_URI field to the hardware definitions. SWARM_KEY_URI format: ecc:<dev>[:address][?slot=<slot>]

For example,

'NEBHNT-IN1': {
        ...,
        'SWARM_KEY_URI': 'ecc://i2c-1:96?slot=0',
        ...
}

Refactor miner_param.py methods including run_gateway_mfr() to support both of v0.1. and v0.2..
- Get gateway_mfr version number and compose the arguments according to the version.
- Add/Update test cases for checking both of v0.1 and v0.2
Create followup ticket for sunsetting the support for v0.1 if it's necessary.
Create necessary PRs in hm-diag and helium-miner-software repo for code change.
Update Readme in hm-pyhelper, hm-diag, helium-miner-software.
