Around 50% of units in manufacturing are failing ECC key provisioning. This mostly happens during first boot when services are being started up and HPT queries the miner often. Provisioning is successful if done later.
Acceptance Criteria
[x] Retry provisioning 5 times
[x] Retry interval can be randomized between 1-5 seconds or can be exponentially increasing. Random interval seems like a better option as it won't add much time to manufacturing process.
[x] Retry should only be done for ECC key provisioning and not for other operations.
