[Feature] Rotom Moveset Issues #2396

For All servers Rotom-washingmachine doesnt automatically learn hydro pump which is its unique move. It isnt able to learn it on the move relearner either. It is assumed that the thunder shock move is the move that swaps into the form specific move, this worked as intended when put into rotom-oven, but even when the rotom was changed to normal again with thunder shock move, when transformed into rotom-washing machine thundershock did not change into hydro pump nor allow for the move to be learned.
