[Custom Palettes] Adjusting Ras Hoothoot and Noctowl Sprites

Describe the bug There are a few inconsistencies between the sprites and the models of these two

Hoothoot's sclera is purple in the sprite instead of black, along with black pupils when they are really purple.

Hoothoot's feet are purple in sprite when they are white on model, toenails are white in sprite when they are purple on model.

Hoothoot's eyebrows are black in sprite but purple on model.

Noctowl's sclera are white in sprite but black in model, everything else seems fine.

To Reproduce Steps to reproduce the behavior:

1. Catch a Ras Hoothoot and Noctowl
2. Look at the models
3. Look at the sprites

Expected behavior The sprites to match the models
