[Move] Phase Fury is not dealing physical damage at all #2422

Describe the bug Phase Fury is supposed to deal physical or special damage depending on which does more damage, just like Shell Side Arm. I was battling against a Fighting Silvally with my +2 atk jolly Vanhite Inteleon in battle tower and noticed that phase fury only did 25% damage to Silvally when it should have done more, which means that it did special damage and I think the shell side arm effect isn't working on Phase Fury.

To Reproduce Steps to reproduce the behavior:

  1. Have a pokemon with Phase Fury (a mon with much higher physical attack than special)
  2. Do a battle and use Phase Fury knowing that it'll deal more damage as physical
  3. It deals special damage instead.

Expected behavior The move should act as a physical attack if it calculated that the damage for physical is higher than special.
