Description of changes

Turfs, wells and barrels can have items dipped into them.
Atoms with storage and reagents will expose the stored items to the reagents (barrel of water, for example).
on_reagent_change() should no longer be able to recurse due to updating src reagents itself.

Why and what will this PR improve

Mostly to support using various water sources for tanning skin.
