Description of changes

Adds logic for walls to have toggleable shutters that allow airflow and light when open.
Adds recipes and subtype for building shuttered walls.
Replaces fullglass windows on Shaded Hills with shuttered walls.

The shutter overlay takes colour and brightness from the turf opposite the side it is showing on:

Why and what will this PR improve

Saves people from CO poisoning and looks a little more coherent than the fullglass windows.
