Description of issue

police and other department tape costs nothing to apply to door yet you get some plastic when breaking it

Difference between expected and actual behavior

either it costs tape to place on a door or no plastic is gained from tape applied to door

Steps to reproduce

get department tape, place on door, note it don't subtract from total tape in roll, smash tape with object, collect the 3 plastic you got for nothing

Specific information for locating

security tape, atmospheric tape, medical tape ect

Length of time in which bug has been known to occur

reporting it now but likely was in for a while now
