Fix prettier and reconfigure UV with npm package

This PR does a few different things

• [x] Fixes issues with prettier for new devs
• [x] Formats the codebase using prettier
• [X] Configures some default vscode settings for ease of development
• [X] Removes UV files from the codebase
• [x] Converts to @titaniumnetwork-dev/ultraviolet

Might want to wait for #163 to be merged as formatting will cause a ton of merge conflicts since it is done in both PR's.

Ima be honest for Nebula I think it should just use UV v1.0.11 instead of v2 just cus v2 has some compatibility issues as I’m sure you’ve noticed

Can you provide examples? I don't use proxies so I don't know compatibility differs
