When the renter's allowance is first set, the current period should be set in the past

Tasks:

[x] Initial Current Period should be set to BH - RW
[x] Endheight should be CP + RW + Period
[ ] Confirm Siatest Package still passes. There are already tests for confirming the endheight. Verify test checks for current period CP <= BH - RW
