Logic and CLI: added evolve features, fixed bugs

Short Description:

Feature EvolvePreserveMinCandiesFromFilter A new configuration setting "EvolvePreserveMinCandiesFromFilter" added that - if true - will lead to preserving / not using the amount of candies defined in PokemonEvolveFilter/MinCandiesBeforeEvolve

Feature EvolveKeptPokemonsIfLuckyEggCanBeUsed A new configuration setting "EvolveKeptPokemonsIfLuckyEggCanBeUsed" added that - if true - will lead to evolving as soon as a lucky egg can be used according to UseLuckyEggsMinPokemonAmount

Enhanced Feature UseLuckyEggsWhileEvolving As per feature requests #1571, #1137, if a lucky egg is in use already, directly evolve if UseLuckyEggsWhileEvolving is true

Fixed bugs:

• Fixed "Unexpected error happen, bot will re-login" problem after visiting normal (non-gym) pokestop
• Fixed walking strategy selection
• Fixed too low walking speed variant changes
