USB 2.0 cIOS

What steps will reproduce the problem?
1. Start MPlayer_CE with USB 2.0 cIOS installed

I already posted this at WiiBrew forums but never got an answer. Thought
I'd try it here.

I have a problem with the MPlayer_CE USB 2.0 cIOS. It installs fine. It's
just that once installed, when I start MPlayer_CE, all it does is trying to
restart my USB HDD. I can hear constantly clicking like when it's starting.
If I remove the cIOS, everything comes back to normal. I ran the USB test
app from their google code website and it says my device is 100% compliant
with the USB 2.0 spec. I'm not sure what else to try.

By the way, it's an Antec MX-100 enclosure with a 150gb WD SATA HDD.

Did you try both USB ports?  I vaguely remember something about one of them 
doesn't
work for USB HDDs.
