unresolved from #35 and pull request #37:

[ ] when you are cleaning up these files can you figure out how to have unemployment rates show one decimal (county level in region only) i did a temp work around but then it doesn't suppress, etc.
[ ] i was able to run the program Equity_Compile_ACS_for_profile.sas without a problem but Equity_ACS _Profile_transpose.sas got hung up on the PG file. The issue is that the id statement in the transpose is somehow not reading the full text of the format for councildist? I was able to temporarily fix by removing the format and running the tranpose without the format. Can you trouble shoot?

@maggiesu0725 cc: @lhendey For the equity feature, we've changed the definition of "Workers with annual earnings over $75,000" to "Full time workers with annual earnings over $35,000." Would you please make that change as part of this update? Thank you.
