Include all counties in the 4 states in the DMV or add Charles and Frederick counties

@eburton9 I wanted to let you know that, for the 2020 census work, I added a couple of formats for the 2020 metro area definition for Washington DC, in case they are helfpul here.

$CNTY20F. Returns the county label based on the 5-digit county code. For example, the value "24017" returns the label "Charles County, MD"

$CTYM20F. Returns the 5-digit MSA code for ("47900") if the 5-digit county code is in the 2020 Washington MSA. Otherwise returns a blank value. For example, the value "24017" returns the label "47900", while the value "51005" returns "" (because that county is not in the metro area).
