Create Ward2022.sas #126

@rpitingolo step 2, not sure I did the finalize data set at the end correctly

@eburton9 I think you used the ward 2012 program as the template for this, back then we didn't have the %finalize_data_set. So now you want to create the temporary sets in Work (or without a prefix library reference) and then use %finalize_data_set at the end. So I removed the references to General.Ward2022 and changed it to just Ward2022.

Please take a look at those edits so you can see what I did. Then you can go ahead and finalize this one. Thanks!
