Updated block_pop_ds file #18

Updated weighting files to pull population from DC, MD, and VA, instead of just DC (for 2010, had to combine 3 data sets into 1 first)

@rpitingolo @NeighborhoodInfoDC/review I updated the programs that create weight files for regional council districts, and they seem to run correctly. Could someone review and confirm that this all set. Once this is done, I can make the same edits to regional counties and both geographies will be ready to use.

@jdev42092 I've reviewed and you can go ahead and merge this and finalize the council districts and move on to the counties.
