cluster to ward format for cluster2017 #73

@NeighborhoodInfoDC/review requesting a review on this.

Clusters 40 and 42 are missing, because the SQL statement uses ui_proptype in ( '10', '11', '12', '13', '19' ))) and there are no properties in those two clusters that match. I'm not sure if that's OK?

We could include more ui_proptype codes in that statement or manually add clusters 40 and 42.

@rpitingolo i get cluster 42 (observatory circle) - but the ACS data has 139 households in cluster 40 (walter reed) (at least with the weights) and i believe housing is being built there.

@ptatian - what do you think - it seems useful to have all clusters get assigned (regardless of property types) - they'd just drop out if there was no data later?

@rpitingolo @lhendey Yes, I would assign all clusters to a ward. You could just switch to using all property types, perhaps, instead of just residential.
