@ptatian can you review these changes? On the targets file I have cleaned up cost ratio (was trying to figure out if there were missing obs causing issues) and multiplied weights by Steven's factors. That will need to be updated slightly once the projections have been updated.

Otherwise -I made the changes we discussed on the two projection programs.

@ptatian actually - that new procedure was @maggiesu0725 - credit goes to her.

The adjustment for the cog estimates on the projections happens in Steven's excel file...we could do it in SAS but i was trying not to mess with his process.

@lhendey OK. Maybe I don't understand how those numbers from the Proc Means are being used. The reweighting would affect them, and that's not something Steven could correct for later if they are inputs somewhere down the line.
