Feature request: Create a config.yml file for the welcome bot #37

Is your feature request related to a problem? Please describe. This bot would help a first time contributor so that that contributor can follow this project's contribution guidelines.We can link our issue template, pull request template and code of conduct here.It will contain newIssue Welcome comment, newPR Welcome comment, firstPR welcome comment,etc.

We can use a GitHub App built with probot that welcomes new users when they open their first issue. You can use this welcome message to provide links to resources like the contributing guidelines, code of conduct, etc. It should be located in a .github/config.yml

I don't think this is that important. There's already a contribution guideline present in the repo itself. Thank you for your interest @m-code12 :)

@Neilblaze The main feature of this bot is that if you have a slack or discord community for your project, you can invite the first time contributors to join it. Although there is a contributing file in every repo, usually the first-time contributors don't check it out so this bot displays a welcome message linking the contributing guidelines and other templates, in case you wish to check it out , here is a link: https://github.com/mexili/incogly/issues/39. Rest is your choice :)

@m-code12 I know how these bots work. But the point is that, this will be an unnecessary addition to the project repo. Currently we don't have Slack/Discord communication channels, and all of the communications are being streamlined via Gitter channel. Although FT Bot can be configured for Gitter, but since it emits "one to many" response for each & every single issue created, that will lead to lots of unnecessary emails for everyone (or basically spam).

& For the first timers, there's a issue PR template in the project itself where the link to the contribution guidelines is embedded.
