Unable to build on Bebop #388

Run into issues like:

[100%] Linking CXX executable nekrs
[100%] Built target nekrs-bin
Install the project...
-- Install configuration: "RelWithDebInfo"
CMake Error at cmake_install.cmake:70 (file):
  file INSTALL cannot find
  "/path/to/nekRS/build/_deps/nek5000_content-src/3rd_party/gslib/gslib/../lib/libgs.a":
  No such file or directory.

ls "/path/to/nekRS/build/_deps/nek5000_content-src/3rd_party/gslib/gslib/../lib/libgs.a" turns up empty, too.

Modules to reproduce:

 1) StdEnv                 3) gcc/8.2.0-xhxgy33              5) openmpi/4.1.1-x5n4m36
  2) cmake/3.20.3-vedypwm   4) intel-mkl/2020.4.304-d6zw4xa
