Wrong character encoding of SSD messages

What steps will reproduce the problem?
1. Run any SSD code such as balance inquiry
2. Read the received SSD message

What is the expected output? What do you see instead?

I see a bunch of unreadable characters and symbols instead of the message. I 
should be able to read the message correctly.

What version of the product are you using?
1. gapps-gb-20110828-signed
2. system-gb-110906
3. boot-gb-110509-224mb
4. ...

What version of the *Official LG* Firmware were before using Custom
firmware ?
 V15x

Please provide any additional information below.

I'm on Vodafone Egypt network and I get an SSD message after every call to 
remind me with remaining credit. I thought because it may be in Arabic that I 
can't read on openeve and I went to customer service and changed it to English 
only and they changed it. but nothing changed. 

It is not specific to the 20110906 version. I couldn't read SSD messages 
correctly ever since I started trying new mod firmwares
