Building a F# community for Neo #1

@wschae this is the place where we can discuss the feasibility of having a F# community for Neo blockchain.

This project contains basic draft that already compiles on F#, however, we will need more information and also F# experts to decide how the port should look like.

Right now this is not priority, however, it's open for the community, and from time to time we can try to advance a little bit more ;)
