Black Dragon Guard in Peper Sec 2

The problem

Black Dragon Guard in Peper Sec 2 at the Apartments is watching the wall all day and he only warns enemy faction players in chat and is not attacking... i mean the tsunami guards in pp1 are attacking and this guy is the only one of his faction guarding the peperpark 2 so why cant he attack ?

Expected behavior

this black dragon guard should not watch the Wall all day

Steps to duplicate

go to the apartments in peper sec 2 and watch this guard for few min and he will stare at the wall

i pulled him down with a enemy faction alt... maybe this place is better for him so he is now watching the neofrag sign :)
