Height increase in roof in lvl 1 plaza sewers not implemented #56

Lykos was raising the ceiling over the pipes between the small sewer rats on stream prior to pre-release starting, but these changes do not seem to be in effect in the lvl 1 sewers by the psi shop in Plaza 1.

This was reverted because of a compiler error with water. This will need to be fixed again.
