Add option to run docker build tests on multiple platforms Adds test support to go with https://github.com/NeonGeckoCom/.github/pull/62

I believe the buildx action will build for you in the same step if you want

Do you know how? I don't see it documented https://github.com/docker/setup-buildx-action
