[BUG] Beta .5.10b7 no apparent 'Reboot Services' #673

Description

In the past, iirc, the 'menu/Reboot Services' had a change on the screen {and maybe an audio}; BUT this beta has no feedback or visible changes in the 'homescreen'. Mark II, sj201_R6 (dev-kit), usb/sdd, Pi4-2G

Steps to Reproduce

added a skill via git {mana say-to}, was not installed per mana say-to-as my intent wasn't decoded; so I wanted to do a 'Reboot Services' to enable it. [My shutdowns fail on powering up - usually no Gui installed]

Other Notes

Possible my Pi4 is ......; have another coming in a day or two. just now noticed my 'menu request for a 'shutdown/restart' did nothing !! 10b7_logs.tar.gz

Confirmed the same today; will need to investigate further what isn't happening in the latest beta versions (tested 24.05.14b8)

ovos-phal-plugin-system 0.0.5a2 was resolved but appears to require ovos-utils 0.1 even though it specifies compat. with 0.0.X

For now, I'll try excluding that version specifically so we don't pin an older version unnecessarily
