[FEAT] Set default location by IP address #15

Objective

Add a method to set the node location by public IP address (if not otherwise specified)

Initial Implementation Requirements

Call on (first?) run to get public IP address and geolocate
All geolocation should happen via HANA endpoints

Other Considerations

the ipgeo PHAL plugin could be used here, but would add a number of dependencies
Make sure a user-supplied location isn't overridden by geolocation
