[FEAT] Notify reason for restarts

Objective

The feature added to restart/shutdown when the GUI fails to launch does not adequately notify the user what is happening. This makes it seem as if the device is malfunctioning.

Initial Implementation Requirements

• Add some static screen to indicate an error and that the device is restarting
• Stop restarting and just shutdown after X (3?) restart attempts

Other Considerations

• When the display fails to initialize, there is no way to display anything on the screen
• Consider an audible notification in case a display isn't connected
• Mentioned on Matrix
