[FEAT] Alert Timeout per type #139

Objective

Currently, all alerts share a timeout value but it is often desirable for an alarm to notify for longer than a timer or event reminder.

Initial Implementation Requirements

Implement some per-type override setting
Ensure default behavior makes sense for each alert type

Other Considerations

Keep the current timeout_min for backwards-compat for a default value?
