[FEAT] Device Control Center add 'Restart Services' #89

Objective

I think adding "Restart Services" as a 'mana say-to "restart services"' would make configuring personal 'neon.yaml' much easier. It is already a gui menu option.....

Initial Implementation Requirements

as a user [not a dev] not sure what skill/core plugin to use

There is an intent "I want you to restart", but "restart services" could be an alternate phrase for this intent

"Restart" - confirm with 'go ahead NNN' is the same as a 'shutdown now -r' afaict - gui menu "Reboot Service' leaves the Linux OS running but has systemd restart the Neon.service(s)
