[FEAT] Notify on update completed

Objective

After an update completes and Neon starts again, speak some confirmation that the update succeeded or failed.

Initial Implementation Requirements

• Set a persistent setting or signal file when starting an update that includes the expected new version
• On skill start, check core version and compare it to the set signal

Other Considerations

Signal could be a file saved in the skill's FS with the expected core version in the contents
