Desktop mode for Leap Motion #1178

A setting/toggle that will re-orient the Leap's sensor data from HMD to non-HMD use, allowing desktop mode users to more easily use the Leap Motion without needing to find some way to wear it.

Requested by chrapaczyk#9127 on Discord.

I would like to be able to change the Leap to desktop orientation even when using Neos in VR. Not sure if that should be a separate issue or not.

Hey @Frooxius - DeadBot# 8760 has recently discovered, and I just confirmed that the Leap Motion isn't being initialized at all while running in the new desktop mode. This was something that previously worked on the unsupported/legacy screen mode.

The settings aren't found in the options menu, and the Leap isn't responsive at all.

While launching in VR the Leap driver is initialized, and it works in VR, but after switching to screen mode, only the fingers are properly tracked, the hands otherwise maintain their idle position at the avatar's sides.
