Scrolling through Menus with touchpads #1470

It would be nice to be able to scroll through menus like the inspector using the index touchpad in a similar manner to how it works in steamvr's desktop view

Scrolling using touchpad/joystick is already planned as part of the UI/UX overhaul (https://github.com/Frooxius/NeosPublic/issues/299), but it needs a proper system for it to be added first to ensure the scrolling only happens when it's in the focus to avoid interfering with other controls.
