Windows Audio Mixer reports volume above 100% for Neos #2176

Describe the bug

When in a session with multiple speaking users, user voices will occasionally cause excessive peaking above the maximum displayed by the bar. This only appears to occur with voice streams and the same issue cannot be reproduced with audio file playback. This peaking appears to be roughly at 200% of the standard volume scale, as tested by gradually reducing the soft volume level in the mixing panel until at 50% it no longer appeared to peak above the top of the bar. Screenshots are attached below, and I can provide more if that would be helpful in diagnosing the issue. This may be an issue with the audio mixer itself, but I was unable to find any other references to this behavior.

To Reproduce

Steps to reproduce:

  1. Enter a session with at least one other user.
  2. Open the Windows Volume Mixer and use the horizontal scroll bar until NeosVR can be seen.
  3. Observe volume of the application as the user speaks.
  4. Volume will occasionally peak above the maximum level the meter can display.
  5. (Optional) Reduce volume gradually until the green bar remains consistently in view to find the absolute peak.

Expected behavior

At worst, the level would peak at exactly 100%. Ideally it would rarely reach this level in practice.
