Add catagory for worlds that have changeable graphics settings so people with bad gpus can avoid worlds that dont have graphics settings

When I invite friends to a world or we join a world and it doesn't have graphics settings so then they crash a lot and go back to vrchat because they get frustrated that they can't turn down graphics settings

World catagory that shows worlds that got graphics settings in the worlds so also for in the future where graphics are set by the world creator that we can avoid going to worlds that don't have graphics settings in them

Not sure yet but there probably will be a few

This isn't something we could realistically do for a bunch of reasons:

• There's no way to automatically detect that world has these settings
• Having these settings doesn't mean that even with lowest ones the world will actually be light, so this can be misleading

This would be better addressed by collecting some performance statistics for the worlds and generating performance rating, which is already planned: https://github.com/Neos-Metaverse/NeosPublic/issues/150
