Setup 2FA in LocalSpace #3454

Is your tweak request related to a problem? Please describe.

For now, 2FA Setup is now setup in any other space, but this is mid-security issue. if anyone tried to paste it, token (and if resolve #3444 security key include it)will steal.

Describe what would you like tweaked

If setup 2FA, Focus local world. I think it's better to avoid above security issue.

Describe alternatives you've considered

setup 2FA in Local World for each users. at now, so many users joined to neos and can't forceing this.

It doesn't matter where you do the setup, since dash is not visible to others - in contrast to context menus, dash lives inside userspace - a world that is always around every user and only they see it. Userspace in a nutshell is a hidden world holding the Neos private UI.
