Users are unable to experience scent easily in NeosVR.

Describe the solution you'd like

PeterTheThinker had requested I open a Pull Request on Github to begin the process of scent integration, specifically for the Cilia scent device into NeosVR.

Describe alternatives you've considered

We have some basic integration through Logix. However, official integration would likely encourage wider adoption and make it easier for users to experience scent inside NeosVR.

The device can communicate by Serial, Bluetooth Serial, or Websockets. We will be releasing a Desktop Application next month that will serve as an alternate way of communicating to the device by a localhost websocket on port 1995.
