Wacky Races - missing all 2d images

Wacky Races is missing all of the 2d imagery in the game, which includes load 
screens (the Warner Bros and MPEG Softdec logos), title screen, menu options 
and the in-game HUD (weapon slots, race position, map). FMV is the only 2d 
element that shows correctly.

The game isn't really playable due to not being able to see and choose options 
and weapon slots. All graphics plugin options tested.
