It's possible to get in a state where the panel will cause the cursor to be stuck and not much to be done about it aside from restarting.
EDIT: This can happen on Windows although less severe as you can still look around properly. On Linux + dwl compositor, first person is unusable and had to restart the game.

Open NT;RE -> Create Server -> Join in
When in the server, ESC and disconnect
Create Server -> Join in (2nd time)
When in the server, pick team, class, and loadout, spawn in
