Multiple orders can't be created at the same time.

Steps to Re-produce:

Login from two different PC.
Create Order at the same time.
Observe.

Actual Result: Both user cannot create order. Expected Result: Both user will be able to create order.

At the same time multiple orders can't be created for same vendor using different accounts.
