Enable /mode for users on C #53

This has been a feature we've been hoping to bring back to Creative for a long time; was hoping to consolidate the state of the situation here.

One of the main issues in the past was that if users broke ice in survival mode on C, it would turn into flowing water, which could potentially be used to grief. This has since been fixed and is no longer a problem.

The most recent issue was the need to branch NerdCH to be separate for each server, rather than symlinked, to prevent this from interfering with our permissions setup. Each server can have a custom setup for CH. c45y has more details on this.

One of the C admins also requested the ability for admins and/or mods to freeze a player's mode - this could be used to neutralize griefers without having to immediately ban them, enforce rules in special situations (e.g. spleef), etc.
